A real US street
The envelope needs your name, the street, and PMB or # plus your box number. A post office box is a different product.
Form 1583, from abroad
The store needs the USPS form and two IDs before it can keep your mail. The notary on a video call must be commissioned in the United States.
Tell them yourself
A change of address with the post office does not update the IRS. A bank runs its own identity check.
Your old home
For most overseas citizens, the voting address is the last place you lived in the US. A new mailbox is not that address.
What is a mail forwarding service
A mail forwarding service receives mail for you, then gets it to you in another form. You might see a photo. You might ask them to ship the piece. You might ask them to shred it.
For a US citizen abroad, the usual version is a private company at a US street. The Postal Service calls that company a commercial mail receiving agency (CMRA). A CMRA is a private business that accepts US mail for someone else as a business service. It is not a box you rent at the post office. It is not your house.
That definition is in section 508.1.8 of the Domestic Mail Manual. The same section says the company needs PS Form 1583 on file before it can keep your mail. Form 1583 is the USPS form that lets a mailbox company accept mail for you. The path of one letter, after the form is done, is on how a virtual mailbox works. This page is the abroad version of the job.
How an expat mail forwarding service works
You pick a company and a US street. You finish Form 1583. Senders address bank statements, IRS letters, jury notices, and packages to that street, with your box number. Staff log the piece. You choose what happens next from wherever you live.
The signature rule is in the same Postal Service section. You sign in person at the store, or you confirm your signature on a live audio and video call. On that call, the witness is the store, or a notary public commissioned in a US state, territory, possession, or the District of Columbia. A notary commissioned only in the country where you live does not meet that sentence. Ask the mailbox company which online notary it accepts before you pay a second one.
You still show two kinds of ID. The home address on the form is the place you actually live, or your real business street if you are filing for a business. The mailbox street is a different line. The ID list, and the mistakes that stall people, are on Form 1583.
The envelope should show PMB or # and your box number. PMB means private mailbox. Mail missing that mark can come back as undeliverable. That rule is also in section 508.1.8.
What the post office will not send overseas
A USPS change of address is a different product from a private mailbox. The Postal Service's forwarding page says that if you are moving outside the United States, you file that change in person at a post office, and you prove your identity, before you leave. The change-of-address FAQ says you cannot submit the change online from an international address. If you already left without filing, the FAQ says you tell each sender yourself, or you authorize another person, in a letter, to file PS Form 3575 for you.
Even a filed change is limited. The International Mail Manual, section 762, says postcards and unregistered letters that do not look like merchandise, and that do not forbid forwarding, may be redirected to another country. The same section says periodicals, USPS Marketing Mail, and Package Services must not be forwarded to another country. Those pieces go back to the sender.
The forwarding page also says many senders block forwarding of sensitive mail. The list there includes identity documents, credit cards, bank statements, insurance, and voter registration. The post office tells you to contact the sender and give them the address you want. A private mailbox is how you give them a US street you can still open from abroad.
Street address, PO Box, bank, and IRS
A CMRA street can look like a normal street because it has a building number. It is still a private mailbox. A post office box is a box at a post office. Banks and agencies often have their own rule for each one. This page does not guess a bank's rule. What banks accept reads the address boxes one by one.
A bank runs an identity check. The bank calls it KYC. KYC means know your customer: the checks a bank uses to confirm who you are. Form 1583 lets the mailbox hold letters. It does not open the account.
The IRS is a separate notice. Topic 157 says you need to tell the IRS when your address changes, so refunds and IRS letters can reach you. Notifying the post office is not enough, because not all post offices forward government checks. You can put the new address on your next return. You can also file Form 8822, Change of Address. The form has lines for a new address and for a foreign country, province, and postal code. Topic 157 says a change of address request generally takes 45 days to process. A mailbox company does not file that form for you.
If you are a US citizen living abroad, you still have a US filing duty. The IRS page for citizens and resident aliens abroad says the filing rules are generally the same whether you are in the United States or abroad, and that you are taxed on worldwide income. Many people qualify for special benefits only if they file. That page is the filing guide. Form 8822 is only the address notice.
Google Business Profile is the listing Google uses for Maps and search. Google's guidelines say a rented mailbox you do not operate from is not eligible. A US street for your letters is not a shop on the map.
Taxes, voting, and the state on the envelope
The state on the envelope is the state where the mailbox sits. It is not, by itself, the state where you live. People rent streets in states with no personal income tax and then hope the mailbox moved their tax home. The tax sentence and the mailbox are two different facts.
Florida's constitution, Article VII, section 5, says the state shall not levy a tax on the income of natural persons who are residents or citizens of the state, beyond amounts that can be credited against a similar federal or other state tax. That sentence is about residents. It is not a reward for renting a Miami street. South Dakota's Department of Revenue says South Dakota is one of seven states that does not impose a state income tax. Wyoming's About Wyoming page says Wyoming does not possess an individual or corporate income tax. Those pages describe the states. They do not file a residency change because you paid for a mailbox.
Voting is its own address. The Federal Voting Assistance Program, the State Department office for overseas voters, says your voting residence is the address in the state where you were last domiciled, immediately before leaving the United States. FVAP's voting residence sheet says that address can stay valid even if you no longer own property there, and that a form listing a P.O. box may be disqualified. The Federal Post Card Application instructions say section 2 is that US street, and you cannot use a post office box there. Section 3 is your current mailing address. For an overseas citizen, that current address must be outside the United States. The same instructions say to use the forwarding-address space only if you want election mail sent somewhere else, including a mail forwarding address. Start at FVAP's overseas citizen page. A jury notice is ordinary mail to whatever US address the court already has. After Form 1583, a CMRA can receive that letter. How you answer it is between you and the court.
Packages, checks, and scan quality
A package is the piece the post office is most likely to send back. Section 762 says Package Services must not be forwarded to another country. A mailbox company that ships a box to you abroad is starting a new shipment. The postage is that company's price. Ask whether they can combine several boxes into one shipment before they ship. The fee, if they print one, is on their page.
A check can sit in the envelope until you decide. Some companies deposit it. Some mail the paper to you. How a virtual mailbox works names that choice. Read the company page before you count on a deposit.
The first picture is often the outside of the envelope. A picture of the pages is a second step, after they open the letter. You want to read every line of an IRS notice. Ask the company for a sample before you pay.
Best mail forwarding service for expats
There is no single winner on this page. The fit is the room that can do your job. A company-run room is a mailroom the company staffs. A store counter is a packing shop. Both can be a CMRA. They are still different buys.
Houston names a company-run room on Upland Drive. New York names one on Greenpoint Avenue in Long Island City. Las Vegas does not name a mailroom on the Strip. The company-run room in that metro is in Henderson.
Miami is a store-counter city. People want a Florida street. The counters are in town. This site does not name a company-run room in Brickell. Wilmington is also a packing-store city, next to a lot of Delaware companies. The Wilmington page quotes Delaware law: a registered agent cannot work only through a mail forwarding service. Your personal letters are a different job from that agent. Read that page before you put a Wilmington mailbox on a company filing.
Sioux Falls is UPS doors and a few other counters. The state tax page above is why travelers look at South Dakota. A Louise Avenue mailbox still does not file your residency. Cheyenne is the Wyoming version. The state page above is the income-tax sentence. The Secretary of State FAQ, quoted on the Cheyenne page, says a mail forwarding location does not qualify as a registered office. Honolulu is the Pacific case: UPS counters across several ZIPs, and no company-run mailroom this site can name. A 968xx street can still receive US mail. It is not a Hawaii principal office.
The buttons near the top of this page go to iPostal1 and VirtualPostMail. Those are the companies' own pages. Read them for the current price, and for whether they will ship a package to the country where you live. The price belongs on their page.
What professional mail forwarding service means
A sales page may say "professional" next to a street and a person at a counter. The Postal Service does not use that word as a license grade. The professional part it does require is the CMRA itself: the company registers with the post office, and it keeps Form 1583 for you. An office-tower suite and a packing-store counter can both meet that bar. The suite does not become your bank, your voting home, or your shop.
Questions to settle before you pay
Can I sign Form 1583 after I have already left?
Yes, if the witness is the store or a US-commissioned notary, and the call is live audio and video. The ID still has to match the home address you write down. The form guide has the list.
Will the post office forward my bank statement?
Do not count on it. USPS says many banks block forwarding of statements. Give the bank the CMRA street, with PMB or #, after the form is active.
Does the mailbox change my state or my ballot?
No. The state on the envelope is where the mail sits. FVAP says your voting residence is the last place you lived before you left the United States. Tax residency is a separate question, and this page does not decide it.
